Could be a bad RAM chip. Check the electrolytic caps near the RAM chips as well and replace if faulty.

Are you using the libretro port of 4DO? https://github.com/libretro/4do-libretro
I don't think the original 4DO is supported anymore. If you still have issues, try Phoenix emulator.

I think there are a few people around coding small games. what's your area of interest? There's a few open source RGB mods in the works, a 3DO usb host is still around but the home brew scene is still vacant.
