Have you tried opening it up and cleaning the lens with a Q-tip and 91% isopropyl? That'd be step one, anyway. (Unfortunately there isn't really a step two, unless you're very handy with electronics.)

I've just UnCDROM'd Dr Hauzer, and the entire text is easily readable in Japanese, and stored neatly, it's even formatted in seperate files, on the disk. It wouldn't take much to Fansub this. Once you've got a script dump, it's much much easier to get a translator on board. I'm sure someone at ROMH...
