I am stuck any help you can give would help....

Go down the stairs. Open the door with the mage's key. Enter the room and
take the dragon saddle. Enter the far door. The dragon will thank Werner for bringing his son. Give the dragon the saddle. Talk to the dragon. The dragon
will take Werner to a secret location at the top of the castle if he is
given an item. Give the dragon any item except the ring (the item will be
returned later).
In the secret location, take the Transport spell from the wall. Place the
Transport spell in the spell book. Take the vial of Diakonov's blood from the
chest.

****I have done all the above but I am stuck on the part below. I have casted the spell and a map pops up. Doesn't take me to dragon's lair.

Cast the Transport spell and go to the dragon's lair.
Take back the item that was given to the dragon. Return to the interior of
the castle.

you could always walk back to the lair

did you click on the red X on the dragons lair spell page?

did you light the phoenix on fire after getting the vial of Diakonov's blood from the chest?

its hard to help when there is so many ways to do things in the castle

do you have the dragon effigy?
do you have the dragon saddle?
do you have the dragon armor of the von wallenrods?

these are a few things i remember having to get before i could go to the voting

I tried to walk out or back to the castle but nothing opens up. I tried everything I could think of. I tried the spells too. Maybe it's something simple but I haven't figured it out yet. I didn't see any red x on the dragons lair spell page.. Can't get off the roof to get to the castle.

oh so your stuck in that room where you got Diakonov's blood from the chest?

if thats the case open your spell book and cast the teleport spell, find level 1 and use the top right hand red X (thats if you found the map thats in the treasure room on top of a shining chest, it shows you every level of the castle)

you might have to go back to an earlier save and start again to get the map first, you need to teleport out of that room to a room where there is a red rug on the floor and wooden stairs that you need to go up
